Resumé
I’m an economist (Ph.D. MIT) with a proven teaching record, strong conceptual and quantitative skills, and wide-ranging international and U.S. policy and operational experience.
I have been an independent consultant 1988. I have worked for a variety of clients, including the D.C. Public Service Commission, D.C. Department of Environment, the U.S. Postal Service, and the World Bank.
I am currently an adjunct professor at the American University, and have ongoing assignments with the D.C. Public Service Commission and the World Bank.

D.C. Public Service Commission
Quasi-judicial agency that regulates public utilities in Washington, D.C.
- Implementation of dynamic pricing of electricity in the District of Columbia. February 2012 onwards. Team contract.
- Expert witness testimony, including cross-examination, on behalf of the Commission Staff in a number of cases involving the electric and gas utilities. 1985-1990. Individual contracts.
D.C. Department of the Environment
D.C. government agency that oversees environmental and energy programs, services, laws, and regulations.
- Expert witness testimony in a natural gas rate case. April 2012 ongoing.
- Selection of contractor to operate the D.C. Sustainable Energy Utility. October 2010. Individual contract.
- Preparation of performance benchmarks for the to-be-created D.C. Sustainable Energy Utility, which will promote energy efficiency and renewable energy. September 2010. Team contract.

International financial institution that provides loans to developing countries for capital programs.
- Economic analysis of subsidy for increasing rural electrification access in Uganda. May 2012.Individual contract.
- Lead economics consultant One Goal, Two Paths, which sets the agenda for World Bank support for universal access to electricity and improved cooking stoves in East Asia. 2011. Individual contract.
- Lead economics consultant Winds of Change, which sets the agenda for World Bank support for sustainable energy in East Asia. April 2010. Individual contract.
- Major role in the design and preparation of several innovative on-the-ground projects in Asia, Africa, and Latin America, designed to promote renewable energy, and increase the benefits to the poor from electrification programs. Responsibilities included project concept design, economic analysis, and supervision. Wide-ranging discussions and dialog with senior political leaders, civil servants, target beneficiaries and bilateral donors. Extensive travel, including to remote rural areas in Asia and Africa. 1990 onwards. Individual contract.
