Principals
Subodh Mathur
Subodh Mathur is an economist with strong conceptual and quantitative skills, and wide-ranging international and U.S. policy and operational experience. He taught full-time at the American University, Washington, DC over 1981-88, and 2010-2012. As an independent consultant, he has worked for a variety of clients, including the D.C. Public Service Commission, D.C. Department of Environment, the U.S. Postal Service, the World Bank, the Asian Development Bank, and Sida. He is currently an adjunct professor at the American University.
In his spare time, he is an avid gardener, focused on trying to have year-round flowers. He is also the creator/editor of www.indiaofthepast.org.

Anuradha Deolalikar
Anuradha Deolalikar is an urban planner / economist by training, and a creative craftswoman by practice. After her getting her doctorate in 1981, she worked full-time for the International Food Policy Research Institute, Washington, DC, later as an occasional consultant for the World Bank. Once she had children, she withdrew from the formal, paid workforce. Later, she was an unpaid director of the Barker Foundation, Bethesda, MD, a non-profit adoption agency.
She is an enthusiastic potter. She made the vase featured in our logo, and designed the logo itself.
In recent years, she has been helping her friends with their interior decorating schemes.

Jerome S. Paige
Jerome S. Paige, Ph.D has experience in management and faculty positions in public sector agencies and colleges and universities. With over 25 years as a teacher, administrator, and practicing economist, he helps organizations enhance their ability to perform. In this current age of accountability, Dr. Paige assists organizations in creating and demonstrating their value in order for them to provide convincing evidence of their importance. Dr. Paige brings a fresh perspective to organizational performance and provides clear and easily graspable concepts that leaders and managers can apply to ensure that their organizations are mission oriented, outcomes based, and results oriented.
Since 1984, Dr. Paige has been consulting as an expert witness in litigation and administrative matters. Over the past 20 years, he has brought together experts in economics, finance, accounting and insurance to provide litigation support. He has provided expert testimony in matters related to economic losses in personal injury, wrongful death, and business cases for plaintiffs and defendants. He has taught courses in regulatory economics and has provided expert testimony before the DC Public Service Commission and the California Department of Insurance. Dr. Paige holds a Master’s and a Doctorate degree in economics from the American University and an B.A. degree in economics from Howard University.
Donald E. Milsten
Donald E. Milsten, Ph.D., was Director of the Maryland Energy Office, and Director and Deputy Director of the Maryland Energy Administration for 20 years. He promoted energy efficiency through technical and financial programs, legislative proposals and training. As a former staff member and associate with the National Association of State Energy Officials (NASEO), he continues to advise and assist NASEO on state-related energy planning matters. He was associated with Edwards & Kelcey, a national transportation engineering firm, for six years, assisting clients with alternative transportation and fuels issues, marketing, traffic and intelligent transportation systems. He has written or been a team member for developing over 25 comprehensive state and municipal energy assurance plans, including seven ARRA-EAP plans as a lead consultant to SAIC.
Chuck Clinton
Chuck Clinton, currently an independent contractor, is a founding officer and a long time board member of the National Association of State Energy Officials (NASEO). He is now one of NASEO’s Senior Advisors, working nationally, Regional Coordinator for the mid-Atlantic and Northeast regions, and the Lead Regional Coordinator for the other five NASEO regions. He assists NASEO members in spending their State Energy Program (SEP) funds wisely, leveraging their funds creatively, and devising new ways to promote energy efficiency and renewable energy. His particular interest is facilitating the collaboration between and among SEO directors and their partners, sister agencies, and advocates for energy efficiency and renewable energy. Previously, he started and led the D.C. Energy Office (DCEO) as its director for twenty-nine years.
Gregory Billings
Gregory Billings, MBA, has over 15 years of experience in business planning and analytics. He is experienced in financial modeling, has created models used to support the measurement of green jobs in the District of Columbia. Further, he provided support for the 2012 Energy Assurance Plan for the District Department of the Environment. Currently, Mr. Billings is working on a project with the District’s Public Service Commission to quantify the benefits and costs of Smart Grid Investments.
